To be named a Capstone Scholar or Presidential Scholar, do I need to submit my scholarship application by December 1?

In order for an incoming freshman student to be considered for academic scholarships of any kind, they must submit all necessary admission and scholarship documentation by December 1st of their senior year in high school.
